I am a Ph.D. Candidate in Public Affairs at Indiana University’s Paul H. O’Neill School of Public and Environmental Affairs. I will be joining School of Public Affairs at Arizona State University as an assistant professor in Fall 2025.

My research vision focuses on the complexities of financial management within the multi-level governance system, with a particular focus on state and local government policy, public finance, and the role of fiscal federalism. I aim to explore the decision-making processes of local governments and how they exercise their autonomy while complying with state regulations. Key questions that drive my research include How do local governments balance policy implementation with the constraints imposed by state frameworks? What are the fiscal and administrative consequences of these choices? 

Prior to my doctoral program, I completed MPA and M.A. in International Relations at Syracuse University. In addition, I earned a B.A. in Public Administration from Huazhong University of Science and Technology in China.
